RNA – Administering Authority (EU ETS – Maritime)
In accordance with Government Decision of Romania No. 907 of 23 October 2025 on the establishment of the greenhouse gas emissions trading scheme, transposing the revised Directive 2003/87/EC of the European Parliament and of the Council, the Romanian Naval Authority (RNA) is designated as the administering authority for shipping companies falling under Romania’s competence within the scope of the EU Emissions Trading System (EU ETS).
In its capacity as administering authority, the RNA is responsible, inter alia, for the assessment, verification, and approval of monitoring plans, as well as for the verification of emissions reports submitted by shipping companies in accordance with applicable EU and national legislation. Furthermore, the RNA acts as the competent authority and primary point of contact for shipping companies for which Romania is designated as the administering authority, ensuring the implementation, supervision, and enforcement of obligations arising from the EU ETS framework and relevant maritime environmental legislation.
